In a bold and unexpected move on July 11, President William Ruto dismissed all Cabinet Secretaries, including the then-Interior CS Kithure Kindiki.

In the meantime, the President said, government operations would continue under the guidance of Principal Secretaries and other relevant officials.

This dramatic reshuffle left Principal Secretary Raymond Omollo temporarily in charge of the Interior Ministry.

It has now emerged that during his brief but impactful tenure, PS Omollo played a crucial role in shaping the new Cabinet, particularly influencing the inclusion of key figures from Luo Nyanza and other regions, thus fostering a sense of national unity and inclusivity.

Consultation Period

“I will immediately engage in extensive consultations across different sectors and political formations, with the aim of setting up a broad-based government that will assist me in accelerating the implementation of radical programmes.” President Ruto said two weeks ago.

Pundits argue that PS Omollo’s leadership during the brief yet very key consultation period proved to be instrumental in President Ruto’s selection of new Cabinet Secretaries.

According to President Ruto, the new cabinet choices were motivated by the importance of inclusivity and competence in the running of government.

Among the new appointments, two key figures from Luo Nyanza stand out: John Mbadi and Opiyo Wandayi. Their inclusion in the Cabinet is a testament to PS Omollo’s influence and the President’s commitment to equitable representation.

John Mbadi, nominated as the Treasury Cabinet Secretary, brings 28 years of experience in finance, leadership, and politics.

As the current ODM chairman and chair of the Public Accounts Committee in the National Assembly, Mbadi has extensive knowledge in public finance, including accounting, budgeting, taxation, and finance management.

His appointment marks a historic moment, as he becomes the first Treasury CS from Luo Nyanza, reflecting a significant step towards inclusivity.

Opiyo Wandayi, appointed as the Cabinet Secretary for Energy, has a solid track record in legislative leadership and governance.

His inclusion in the Cabinet underscores the importance of having diverse voices in critical positions. Wandayi’s expertise and dedication to public service make him a valuable addition to the government.

Countrywide Representation

In addition to the Luo Nyanza appointees, the new Cabinet includes Wycliffe Oparanya from Kakamega in Western Kenya and Hassan Joho from Mombasa.

These appointments reflect a broader strategy of regional representation, aiming to ensure that all parts of Kenya have a stake in the nation’s governance and development.

Wycliffe Oparanya, a prominent figure from Western Kenya, specifically Kakamega, brings a wealth of experience to the Cabinet, having served as a Governor for two terms, and a former cabinet minister.

Hassan Joho’s appointment from Mombasa adds a crucial coastal perspective to the Cabinet. Joho’s leadership and experience in regional governance are expected to contribute significantly to the national administration.

Political commentators have observed that the new Cabinet appointments have led to a restoration of calm and trust in the country.

“Kenyans see these changes as a sign that President Ruto is committed to inclusivity and development for all regions.” says Abraham Omondi from Kisumu.

This inclusive approach is essential for the stability and success of the administration, fostering a sense of national unity and cooperation.
